You can build the Sunlamp when your RV reaches level 9. It costs 15,700 Home Coins.

How the Sunlamp works
These need its light: Lavender, Grapes, Orange Flower and Walnut, plus Scales from the Floral Windmill.
You only get one Sunlamp, so put it in the middle of the crops that need light. If you want Scales, keep the Floral Windmill close to it too. A Light Aniimo has to work it.
