Northeast of the clifftop where the Quick Dive Lumin Collection starts (that cliff is at map coordinates -0727, 0542).

The route

Awaken the Sanctum's Bolty and Twine with it.
Move crates with Gravity Pull to carry electricity between the nodes. Metal Conductive Crates always carry it. Wooden crates only carry it once they're wet. If a link won't connect, move the crate a little.
The first chest is right behind the first Conductive Crate.
Just past the first Conduit puzzle, a chest sits up on the wall. Pull it down with Gravity Pull.
In the room on the right after the Conduit puzzle room, push the battery across the metal grate toward the port. When the chest lowers, pull it down with Gravity Pull.
Touch the cube at the far end to restore the Vein.

Also needed: Gravity Pull, which you get at the Student II title, to move crates and reach every chest.
