Where All Waters Converge
The short answer
Where All Waters Converge is the last quest of Secluded Seas, and it has no fights. You go to the Tide Pillar, find and awaken the Whisperwake Isles Branch and climb to the top. Then you go back to the Outpost and meet Chief Antara at the harbor.
